There’s nothing better than starting the year on a high note, and that’s certainly true for George Tapacsci of Cleveland. He’s the first person to claim a million dollar prize in the New Year’s Raffle drawing held Jan. 2. He purchased his winning ticket at Marc’s #46 on Snow Road in Parma.
